Topic – 1: How to Inspire & Motivate Defence Forces in India?
Our Government of India failed completely to inspire & motivate our esteemed forces since 1965 be it POLICE, CBI, IB, CID, RAW, ARMY, NAVY, AIRFORCE, CISF, BSF etc. because of lack of support from Government, corruption by senior officers and above all absence of regular & constant Inspiration – Award & Motivation - Reward even for any small individual or collective contributions & achievements etc.
I remember my father word (he served Indian Air Force as an officer from 1965 to 1975) when he had shared with all of us in the family that this inspiration & motivation is absent in the forces since 1965 because those days also senior officers used to force junior officers for ILLEGAL work say for example – senior officer used to take office vehicle for personal purposes and they were forcing junior officer NOT to enter in the Log Book etc. As we know as per one survey – bad thing spreads from 1 person to 22 persons but good thing spreads only from 1 person to 7 persons. That is why, in forces, they are not getting QUALITY non-officers or officers and due to this 50% seats still empty in all forces.
Firstly, as per my understanding only 10% people are by born honest and patriots who are always ready to serve & die for country without any terms & conditions. Secondly, 10% people are by born dishonest so naturally not at all patriot and they want to serve & die for country when they will have all luxury, comforts & lifestyle with them. Thirdly, 80% people become honest & dishonest due to circumstances prevailing and this type of people want only one thing – FAMILY SAFETY & SECURITY if they serve & die for country.
The government of India is supposed to inspire & motivate these 80% people for whom the present facilities they are receiving are NOT at all appropriate & adequate. The factors which will motivate people already working in forces and those who want to join voluntarily are worth mentioning:
1. Remove CR reporting i.e. Confidential Report writing by Senior Officers who are fully corrupt themselves and reporting is based on NEPOTISM & FAVOURITISM etc.
2. All officers & non-officers after joining any of the forces must get minimum salary of Rs.100000/per month & Rs.50000/per month + Free Accommodation + All Benefits Free respectively etc.
3. If any officers or non-officers die on or off duty; any blood relations in the same family above 18 years age must get job with same benefits within a month as per their present qualifications – either as a non-officers or officers etc.
4. If in the family no one is there above 18 years of age or lack of qualification or not able to join due to old age then in this situation government is supposed to fix same salary as a PENSION applicable to officers or non-officers to their family member till then someone is fit to join forces.
5. It might possible that only old parents are in the family; even in this case also government is supposed to pay same salary to their old parents till then they are alive.
6. It might possible that there are no first blood relations available to look after family members then in this case only second & third blood relations after verification & complete oath should be considered with the same salary till someone is fit to join etc.
7. All non-officers should get one day compulsory holiday to spend time with their family members as per mutual consent with their colleagues. All officers know very well how to adjust and when to take holiday keeping in mind NATION interest FIRST.
8. No officers can use their non-officers from any level for their personal purposes. The government should provide CIVILIANS not at all from their offices.
9. Only officers should be ACCOUNTABLE for any accidents or incidents in that particular area.
10. All officers should be TAUGHT well that all non-officers are working with them AT PAR; not under them otherwise you will never get VALUE & RESPECT from them by choice. Above all
11. The Hon’ble President of India & Prime Minister of India should address & meet our forces on regular basis and if possible all AWARD & REWARD duly signed and passed by either of them.
I personally believe if at any point of time government is going to implement these factors; there will be 100% inspiration & motivation which is as of now 30% only among the forces. As we know if people are fully inspired & motivated and they are assured that their family is safe & secure then they will be able to serve & die for country within 5 seconds which is as of now they are taking almost 5 years to think & believe from 10+2 onwards.
Terrorism in India can be stopped only by our esteemed forces people be it CBI, IB, CID, RAW, POLICE, BSF, CISF, ARMY, NAVY & AIRFORCE etc. but they failed completely since 1980’s because of lack of support from Government, corruption by senior officers and above all absence of regular & constant Inspiration – Award & Motivation - Reward even for any small individual or collective contributions & achievements etc.
To stop terrorism, the biggest challenges is before POLICE personnel because at the BORDER you know your enemies very well but for POLICE it is very difficult to identify terrorist among various caste, creed & religion etc. If POLICE is alert then we will be able to stop NOT only terrorism but at the same time RAPE also. The following steps are to be taken by the government very strictly (24*7*365):
Step – 1: All VVIPs & VIPs (all leaders & politicians) phone numbers & their vehicles should be on strict vigilance because without their support no one can take entry in this country.
Step – 2: All Rich & Famous phone numbers & their vehicles should be on strict vigilance because without their support also no one can take entry in this country.
Step – 3: All Mercedes & BMW or any other costly car should be on strict vigilance specially if driven by any female because any rich & famous can exploit their female family members for any illegal transportation.
Step – 4: All over smart male & female with BLACK glasses on eyes should be on strict vigilance at Airport, Railway Station and Bus Stand etc.
Step – 5: All male & female if overdressed should be on strict vigilance.
Step – 6: All Bus Stops in the city must have at least two police personnel.
Step – 7: All Railway Station should have only two entrance & exit gate with adequate number of police personnel.
Step – 8: At Airport, all staff should be on strict vigilance.
Step – 9: On Highway, all old & new houses whether it is fully constructed or under construction should be on strict vigilance.
Step – 10: All top bureaucrats either from government or non-government organizations should be on strict vigilance.
Step – 11: All film stars phone numbers & their vehicles should be on strict vigilance because they can be forced to do any illegal transportation.
Step – 12: Anyone travelling in and out of India for the first time should be on strict vigilance.
Step – 13: All sacred places in India and their CARETAKER should be on strict vigilance.
Step – 14: Anyone opening any type of shop, companies and organizations within India and travelling from different parts of sensitive Indian States should be on strict vigilance.
Step – 15: All owners of the houses are mandatory to inform POLICE if they have given their houses on rent or any other purposes otherwise heavy PENALTY for them.
Step – 16: Any relative other than blood relations should be informed to nearby POLICE station if they are coming from any sensitive Indian States because you never know their INTENTIONS.
All these things are POSSIBLE if government is ready to divide duties, share responsibilities and developing accountabilities which are worth mentioning:
1. All non-officers duties from any forces should be divided into four shifts (rotation basis) only then they will be able to perform their duties with 100% satisfaction: Morning Shift – 6AM to 2.30PM; General Shift – 9 AM to 5 PM; Evening Shift – 2.30PM to 11.00PM; Night Shift – 11.00PM to 6AM etc.
2. All officers from any forces - SHO to Top Level are supposed to perform 24*7 duties but SHO should be transferred after every 3 months to stop CORRUPTION within department.
3. At least two POLICE personnel (ASI with Gun) with vehicle – GYPSY should be on each & every crossroads and be alert for any EMERGENCY strictly on shift wise duties with ROTATION.
4. All non-officers should get one day compulsory holiday to spend time with their family members as per mutual consent with their colleagues. All officers know very well how to adjust and when to take holiday keeping in mind NATION interest FIRST.

9. Adequate number of POLICE personnel in disguise (as a paperwala, chaiwala, panwala, cobbler, juicewala etc. with arms & vehicle) should be deployed at each crossroads, sensitive colonies, dark areas, lonely area, forests area, heavy crowded area etc. Above all
10. All officers are not supposed to compare their intelligence & destiny with non-officers because if 4 or 5 different sisters & brothers born from the same parents are not equal in intelligence & destiny; how can you compare yourself with people from all together different caste, creed, religion and up bringing etc.
